The central intelligence unit boasts of a huge LED wall which shows the 48 strategic entry and exit points installed with CCTV cameras in Tagbilaran.

In developing and strengthening the security of the municipality, Dauis LGU of the province of Bohol invested in installing CCTV cameras in designated areas with the command center to monitor the activities of the place.

CENECO (Central Negros Electric Cooperative, Inc. ) had availed of LAN, HPE Switches, Fiber Network Installation.

Silliman University

Dumaguete City, Negros Oriental

Silliman University invested in High-Speed Internet and CCTV Network to provide inter office efficacy and the security of the institution.

Trinidad, Bohol

This LED Wall will serve as an electronic background for the stage inside the cultural center (GYM), similar to what is seen in "It's Showtime", "ASAP" and similar shows.

City of Bogo's IQ-BPLS Program: Award-Winning ICT Innovation in G2B Services

In November 2017, the City of Bogo earned 2nd place in the “Best in Business Empowerment (G2B)” category at the 6th eGov Awards for Local Government Units. The award recognized the city's effective use of ICT to improve business-related services.

A former Deputy Commissioner of the National Telecommunications Commission, the younger Martinez has included the strengthening of ICT initiatives as part of his 10-point agenda.

SMART CITY

BOGO CITY, Cebu

The City of Bogo is about to become the first “Smart City” in the Visayas as it begins to lay the infrastructure foundation for a 50-kilometer fiber optic network that connect all baran­gays, schools, government facilities and private service utilities in the city.

The project was spearheaded by Mayor Carlo Martinez, with the active involvement of City Treasurer Julie Ursonal and project consultant Samson Lepiten, and supported by Vice Mayor Mayel Martinez and Councilor Digoy Mayol.

Mayor Carlo Martinez, City Treasurer Julie Ursonal, Samson Lepiten (project consultant), Vice Mayor Mayel Martinez, and Councilor Digoy Mayol were instrumental in the initiative’s success.

This award is a milestone for Bogo, positioning us as a regional leader in ICT innovation beyond Metro Cebu, said Mayor Martinez.

Bogo City continues to scale its digital governance efforts, driving smarter, more accessible public services through strategic ICT adoption.

Challenge

The City of Bogo needed to streamline its business licensing processes and improve taxpayer services through more efficient, transparent ICT solutions.

Proposed Solutions

The city implemented
the Integrated Queue and Business Permit Licensing System (IQ-BPLS) — a digital platform designed to simplify permit processing and enhance service delivery for local businesses.

Launched under the leadership of former Mayor Junie Martinez and advanced by Mayor Carlo Martinez, IQ-BPLS leveraged key ICT components:

  • Automated Queue System – Reduced wait times and optimized public service workflows.
  • Online Business Application Portal – Enabled remote submissions for permits and licenses.
  • Centralized Digital Database – Provided efficient data access and management.
  • Online Payment Integration – Facilitated secure, convenient financial transactions.

Outcomes

  • Operational Efficiency: Significant reduction in business permit processing time.
  • Enhanced government transparency, accelerated service turnaround, and improved user experience.
  • Customer Satisfaction: Positive feedback from entrepreneurs due to less red tape.
